Is it bad that my gynecologist doesn't test people for HPV if under 21?

My gynocologist center has stopped their yearly pap smear screening for anyone under 21...I'm sexually active, but with the same partner, but since I'm under 21 I'm not being test for HPV anymore. They say it's because at this age, pap smears come out irregular often when there is nothing wrong. They also so at this age people tend to get rid of HPV on their own so your better off not knowing if you have it. The thing is, a family member of mine contracted HPV at around 17 years old, the only way she found out was through the pap smear. It was a cancerous type and she had to get get a part of her cervix cut out because it had pre cancer cells. They said that if they didnt catch it she could have been in major trouble later on...I mentioned this to my gynocologist and they just stated he fact that this family member eventually fought off the HPV virus. But hat was years later, if they didn't test her at at 17 those pre cancer cells that were cut out could have turned cancerous. So, is my gynocology department's logic sound? Or should I demand a yearly HPV test to be safe?
