White blood cells are everywhere in your body but not in urine unless there is a UTI, and yes they can come from your vagina - I think the tampon comment was simply of the cuff thinking out of the box and that's it. What they did not answer is at what concentrations from your vagina, because if there are a high count that indicates infection.
