Eighth grade graduation dress?

Hi. I'm thirteen, and my eighth grad graduation is in may. Its indoors, but I have a dress code. It has to be fingertip length, not too low of a neck line, and it can be spagetti strap or tube top as long as I can wear something over it (which I will end up taking off anyway) I want something that will stand out. I'm not one of the girls who likes to fade into the background like a wallflower. I love bright colors and unique styles. I'm really pale (so no white near my face please!), I have culy light brown hair, I am super skinny (80- 85 lbs) and I'm shortish (like 5 foot) any suggestions? I need like a size zero, and it's hard to find anything non babyish under a size 3. Also, it should be under $60- $75. Also, can u suggest a hairstyle, curly or straight, and I have blue eyes, so what kind if make up? I already have silver heels if that helps. Haha sorry this is a lot to ask for. Thanks in advance!
