How can i get volume in my hair to stay?

i have quite fine shortish hair, i had it in an asymmetric bob kind of thing and now its almost a bob but i cant wear ir down because it just doesn't stay volumed. i back comb it and it falls out within an hour. i have a blow dry brush thing and that doesn't work. i hate my hair being flat to my head can anyone help me ?
