Dyeing my hair blue????????????

I have super dark brown/black shortish hair and i want to dye my hair cookie monster blue this summer. :) But i heard it's a difficult color to maintain? What does that mean? I don't want it to be a hassle. Also, how can i make sure i get cookie monster blue and not sky blue?
